Asbestos Management Plans for Commercial Properties
Assessment and Work Scope
Asbestos-containing materials that remain in place need management appropriate to their condition and likelihood of disturbance. The dutyholder should keep current information about known or presumed materials and make it available to anyone who may disturb them.
A management plan should set out responsibilities, communication, monitoring, action priorities and arrangements for unexpected disturbance. It should be based on verified premises information rather than assumptions about materials that have not been assessed.
Regulation 4 applies to relevant non-domestic premises and common parts of multi-occupancy domestic premises. Identify the dutyholder from the actual maintenance and repair responsibilities, which may be shared.
What a Management Plan Should Cover
The plan should use the asbestos register and relevant survey or inspection information to record responsibilities, communication arrangements, monitoring and actions. It must show which areas or materials remain uncertain so missing evidence is not presented as a confirmed finding.
Material condition and the likelihood of disturbance inform the management decision. Continued management, repair, encapsulation or removal may be appropriate depending on the evidence. Planned building work can require further survey information before any material is disturbed.
A written plan supports risk management only when its arrangements are implemented and kept current. It does not guarantee compliance or replace the competent assessment, training and controls needed for the actual task.

What to Expect
Management Survey
Review the existing asbestos information. Where a new survey is needed, confirm the competent provider, scope, access limitations and sampling or laboratory dependencies before instruction.
Risk Assessment
Each ACM is risk-rated based on its type, condition, and likelihood of disturbance.
Management Plan
A written management plan is prepared, including an asbestos register and action plan.
Annual Review
Review the plan every 12 months or sooner if necessary, in line with HSE guidance. Agree the material condition-check schedule separately from the actual condition and likelihood of disturbance.
When to Arrange an Assessment
You have not reviewed your asbestos management plan in the last 12 months
Arrange a review of the plan and supporting information; HSE guidance calls for review every 12 months or sooner if necessary.
Planned refurbishment or demolition work is approaching
Check whether the existing asbestos information covers the affected work area and agree any additional survey or contractor requirements before intrusive work begins.
There are visible signs of damage or degradation to known ACMs
Avoid further disturbance and arrange competent assessment so the management actions reflect the current material condition.
You are acquiring a new commercial property
Review the available asbestos information and establish the maintenance and repair responsibilities for the actual property and transaction.
Before Work Starts
A survey report alone does not implement a management plan. The dutyholder needs working arrangements for responsibilities, communication, condition checks and actions, with records updated when circumstances change.
Our Approach
We help define practical management arrangements from the records available for the premises. The agreed scope separates document preparation from any survey, sampling or inspection needed to fill evidence gaps. The dutyholder retains responsibility for implementation and review.
Common Questions
Who is required to have an asbestos management plan?
Regulation 4 applies to relevant non-domestic premises and common parts of multi-occupancy domestic premises. The dutyholder is identified by maintenance and repair responsibilities and must establish, implement and review the asbestos-management arrangements; responsibility can be shared.
Does a management plan mean I have to remove all asbestos?
No. In many cases, asbestos in good condition is best left in place and managed. The management plan will identify which ACMs require monitoring, which require remediation, and which require removal.
