Asbestos in Schools

School and education premises can contain asbestos in older building fabric and later alterations. Pro Asbestos Removal can discuss survey, management and direct non-licensed/NNLW work within the confirmed service area. Licensable asbestos work requires an HSE-licensed contractor, and survey qualifications, laboratory analysis and independent analyst functions are evidenced separately for the individual project.

Assessment and Work Scope

Many school buildings constructed or refurbished before the 1999 ban still contain asbestos-containing materials. The presence of asbestos does not by itself mean pupils or staff are at significant risk when the material is in good condition and properly managed, but maintenance or building work can disturb ACMs if location and condition information is not available. Regulation 4 places the duty to manage on the person or organisation responsible for maintenance or repair of the non-domestic premises.

The Legal Duty to Manage Asbestos in Schools

HSE guidance says the school dutyholder is determined by who has responsibility for maintenance or repair. For community and several maintained-school types this is usually the local authority; for academies and free schools it is the academy trust; for voluntary-aided or foundation schools it can be the governors, and responsibilities can be shared where budgets or maintenance duties are divided. The dutyholder should keep an up-to-date record of ACM location and condition, assess risk, maintain and implement the management plan, and give relevant information to people who may disturb ACMs. Staff likely to disturb asbestos need training appropriate to their role; awareness training does not authorise asbestos work.

What the Service Includes

  • Owner-led non-licensed and NNLW direct work within the confirmed scope

  • Asbestos-register and management-plan support based on verified current information
  • Licensable work routed to an HSE-licensed contractor
  • Access and programme arrangements confirmed around the actual school timetable
  • Training needs distinguished from provider status; awareness training does not authorise asbestos work
  • External laboratory and analyst functions confirmed separately where required
  • Job-appropriate hazardous-waste and completion records
  • Verified individual UKATA NL01 training for Shujaudin Mohammadi, valid to 5 February 2027
  • Free site assessment for a no-obligation written quotation

What to Expect

Management Survey

Where existing asbestos information is inadequate for normal occupation and maintenance, a competent management-survey route is scoped for the school. Provider competence, sampling and laboratory dependencies are confirmed for the instruction.

Asbestos Management Plan

The dutyholder uses verified information to maintain the register, responsibilities, communication arrangements, condition checks and actions. The plan must remain current as the building and ACM condition change.

Refurbishment & Demolition Survey (where required)

Before intrusive building work, check whether the existing asbestos information is adequate for the exact work area. Where it is not, use the appropriate refurbishment or demolition survey route before the fabric is disturbed.

Licensed Removal

Work classed as licensable is not undertaken directly by Pro Asbestos Removal. It must be carried out by an HSE-licensed contractor. Suitable non-licensed/NNLW work can be quoted within our confirmed direct scope.

Clearance Air Testing & Documentation

Four-stage clearance and analyst handback apply only where the relevant licensed-work process requires them. Customers receive the legally required records applicable to our direct work and asbestos-waste movement; external-provider records remain separate.

When to Arrange an Assessment

Known or suspected ACMs are damaged or unexpectedly disturbed

Stop further disturbance and restrict access to the affected area. Arrange competent assessment; the response may involve management, non-licensed/NNLW work, analyst input or an HSE-licensed contractor depending on the material and incident.

A refurbishment, extension or building-services upgrade is planned

Before intrusive work begins, make sure the asbestos information is adequate for the areas to be disturbed. Where it is not, use the appropriate refurbishment-survey route.

The asbestos register or management plan is due for review or no longer reflects the building

Update the register and management arrangements after condition changes, new survey evidence, building work or scheduled review so staff and contractors receive current information.

The school has no effective asbestos management arrangements

Identify the dutyholder, establish what asbestos information exists and create or update the management plan so responsibilities, monitoring, communication and emergency arrangements are clear.

Before Work Starts

A common failure is treating the asbestos register as a static document. The register and management plan should be updated when condition changes, new survey information is obtained or work affects ACMs, and relevant information must reach caretakers, contractors, IT installers and others before they disturb building fabric.

Our Approach to Asbestos in Schools

School projects need clear responsibility, accurate asbestos information and access arrangements that protect occupied areas. The written quotation records the direct non-licensed/NNLW scope and any survey, safeguarding, analyst or HSE-licensed-contractor dependency. This page does not claim procurement approval, DBS status, school-project history or out-of-hours capability without project-specific evidence.

Common Questions

What asbestos-containing materials can occur in school buildings?

Older school buildings may contain AIB, thermal insulation, textured coatings, asbestos-cement products, floor materials or other ACMs. School type and building age do not confirm the material. Use the current asbestos register, survey information or an appropriate sampling route for the actual building and planned work.

Who is the duty holder for asbestos management in a school?

The dutyholder is the person or organisation responsible for maintenance or repair. HSE says this is usually the local authority for community and several maintained-school types, the academy trust for academies/free schools, and governors for some voluntary-aided or foundation schools; responsibilities can be shared where maintenance duties are divided.

Is asbestos in a school automatically dangerous to pupils and staff?

No. HSE says asbestos that is in good condition and unlikely to be disturbed is not a significant risk when it is properly managed. The risk increases when ACMs are damaged or disturbed, so schools need current asbestos information and controls for maintenance, installation and refurbishment work.

Which school staff need asbestos training?

People likely to disturb asbestos, such as caretakers, maintenance staff or contractors, need information, instruction and training appropriate to their work. Other staff still need to understand local asbestos precautions. Awareness training alone does not authorise someone to carry out asbestos work.

Can asbestos work be carried out during term time?

The answer depends on the material, work category, segregation, access and risk assessment. Direct non-licensed/NNLW work timing is agreed for the individual project. Licensable work is planned by the HSE-licensed contractor, and this page does not promise term-time or holiday working as a universal arrangement.

What is the difference between a management survey and a refurbishment survey for a school?

A management survey supports normal occupation and maintenance where existing information is inadequate. A refurbishment survey is scoped to intrusive work that will disturb building fabric. The required survey depends on the information already held and the exact work area rather than a blanket rule that every school always needs both.
