Asbestos in Offices & Commercial Buildings
Assessment and Work Scope
Commercial premises need asbestos information that remains adequate for occupation, maintenance and planned building work. The dutyholder under Regulation 4 is identified by who has responsibility for maintenance or repair, which can depend on contracts and tenancy arrangements. Existing survey and register information should be checked before maintenance, fit-out or refurbishment so people doing the work receive the information relevant to the areas they may disturb.
The Duty to Manage Asbestos in Commercial Premises
Regulation 4 requires the relevant dutyholder to find out whether asbestos is present or likely to be present, assess its condition and manage the risk. The asbestos register and management plan should remain current for the premises and should be available to people who may disturb ACMs. A management survey is one route to obtain information where existing records are inadequate; refurbishment or demolition work may require more intrusive information for the affected area. Pro Asbestos Removal directly undertakes only non-licensed/NNLW work within its confirmed scope, while formal survey, laboratory, analyst and licensable-removal functions use the appropriate provider route.

What to Expect
Management Survey
Where the existing asbestos information is inadequate for normal occupation and maintenance, a competent management-survey provider is scoped for the premises. Provider competence, sampling, laboratory route, report contents and timing are confirmed for the individual instruction.
Asbestos Management Plan
The dutyholder uses verified asbestos information to maintain the register, responsibilities, communication arrangements, action priorities and monitoring needs. Any plan-review service is scoped from the current records rather than assumed to include a new survey.
Refurbishment & Demolition Survey (where required)
Before intrusive work, check whether the existing asbestos information is adequate for the exact work area. Where it is not, use the appropriate competent refurbishment or demolition survey route before the building fabric is disturbed.
Licensed Removal
Work classed as licensable is not undertaken directly by Pro Asbestos Removal. It must be carried out by an HSE-licensed contractor. Suitable non-licensed/NNLW commercial work can be quoted within our confirmed direct scope.
Clearance Air Testing & Documentation
Four-stage clearance and analyst handback apply only where the relevant licensed-work process requires them. Customers receive the legally required records applicable to the direct work and asbestos-waste movement; external-provider records remain separate.
When to Arrange an Assessment
Known or suspected ACMs are damaged or disturbed
Restrict access to the affected area and arrange competent assessment. The next step may involve management, non-licensed/NNLW work, sampling, air testing or an HSE-licensed contractor depending on the material and incident.
A fit-out, refurbishment or building-services upgrade is planned
Make sure the asbestos information is adequate for the areas the work will disturb. Where existing information is insufficient, use the appropriate refurbishment-survey route before intrusive work begins.
The asbestos register or plan may no longer reflect the premises
Review the register and management arrangements after material deterioration, building changes, new survey evidence or work affecting ACMs. HSE guidance calls for management-plan review every 12 months or sooner if necessary; material condition-check intervals are set separately from the assessed risk.
The building has no workable asbestos-management arrangements
Identify the dutyholder, establish what asbestos information exists and create a management process appropriate to the premises. A document template cannot substitute for missing survey or inspection evidence.
Before Work Starts
A common mistake is treating an old survey or register as a permanent answer. Before maintenance or building work, check that the information still covers the affected area and that contractors can access it. Where scope, condition or building changes create a gap, obtain the competent survey, inspection or sampling evidence needed for that decision.
Our Approach to Commercial Asbestos Management
Commercial enquiries are scoped around the premises, occupation, planned work and legal work category. The written quotation identifies the direct non-licensed/NNLW work and any separate survey, laboratory, analyst or HSE-licensed-contractor dependency. Out-of-hours or phased working is not promised universally; timing and access arrangements are confirmed for the individual project.
Common Questions
What asbestos-containing materials can occur in office and commercial buildings?
Commercial buildings may contain AIB, thermal insulation, textured coatings, asbestos-cement products, older floor materials or other ACMs, depending on the building and alterations. Building type and age do not confirm the material. Use the asbestos records, survey information or sampling route appropriate to the actual premises and planned work.
Who is the duty holder for asbestos management in a commercial building?
The dutyholder under Regulation 4 is the person or organisation with responsibility for maintenance or repair of the non-domestic premises. That responsibility can be allocated through contracts or tenancy arrangements and can be shared. Check the actual lease and maintenance responsibilities rather than assuming it is always the owner or always the tenant.
What happens if asbestos is found during a commercial fit-out or refurbishment?
Stop work in the affected area and prevent further disturbance. Check what material is suspected or confirmed and whether the existing asbestos information is adequate. The material and task determine whether the next step is management, non-licensed/NNLW work, sampling, analyst input or an HSE-licensed contractor.
Does a commercial landlord have to tell tenants about asbestos in the building?
The dutyholder must ensure information on the location and condition of asbestos is available to people who may disturb it and that the management arrangements work in practice. The exact landlord/tenant responsibilities depend on the premises and contractual maintenance duties, so use the asbestos register and lease responsibilities together.
Is a pre-acquisition asbestos survey required when buying a commercial property?
There is no separate universal statutory survey called a pre-acquisition asbestos survey for every purchase. It can be useful where existing asbestos information is inadequate for the buyer's due diligence, intended occupation or planned work. Scope, provider, sampling and report limitations are confirmed for the individual property.
How often does a commercial asbestos management plan need to be reviewed?
HSE guidance calls for the management plan to be reviewed every 12 months or sooner if necessary. Update it when changes make the arrangements unreliable. The condition-check frequency for particular ACMs is a separate, risk-based part of the plan.
