Asbestos Health & Safety Consultancy
Assessment and Work Scope
Check who holds maintenance and repair responsibilities, what asbestos information is available and whether it covers the premises and planned work. Where information or competence is insufficient, arrange appropriate professional support before work that could disturb suspect material.
What CAR 2012 Actually Requires of You
Regulation 4 requires the dutyholder to establish whether asbestos is present or presumed, assess the risks, keep a current register and put a written management plan into effect. It applies to non-domestic premises and common parts of multi-occupancy domestic premises. HSE guidance calls for management-plan review every 12 months or sooner when necessary, with material condition monitored separately.

What to Expect
Compliance Review
Review the asbestos register, management plan and available survey reports against the premises, responsibilities and planned work. Record information gaps and agree who is competent to address them.
Duty Holder Briefing
Discuss the dutyholder role and the actions indicated by the available asbestos information. Responsibility for implementing the management arrangements remains with the dutyholder; this service is not legal certification.
Documentation & Planning
Agree any register, management-plan or work-document support in writing. Confirm the evidence needed, responsible author, competence and limits of the instruction before documents are prepared.
Training & Awareness
Asbestos-awareness training must suit the person’s role and training needs. A suitable external training provider should be selected where a course is required. Pro Asbestos Removal does not claim UKATA-approved training-provider status.
Ongoing Support
Any ongoing documentation support, review or inspection is separately scoped. Review the management plan every 12 months or sooner where necessary; material inspection frequency follows condition and risk. No standard retainer package is asserted here.
When to Arrange an Assessment
You own or manage a non-domestic building built before 2000 with no asbestos register
Check the dutyholder responsibilities and establish whether the available asbestos information and management arrangements are adequate. A service page cannot determine a particular person’s legal liability.
Planned refurbishment or maintenance works on a pre-2000 building
Before work that may disturb asbestos, establish whether the existing information covers the affected areas and obtain the appropriate competent survey or sampling input where it does not.
Existing asbestos register has not been reviewed in the past 12 months
Keep the register current and review it when information or conditions change. Review the management plan every 12 months or sooner where necessary; inspection of material condition is a separate risk-based activity.
Acquiring a commercial property or taking on a new lease
Check the lease, maintenance and repair obligations, control of the premises and available asbestos information. Obtain legal advice where the allocation of responsibilities is unclear.
Before Work Starts
Where the duty to manage applies, material in good condition still needs appropriate records, risk assessment, monitoring and management. Removal is not automatically required merely because asbestos is present.
Our Approach to Asbestos Health & Safety
Agree the information and documentation support needed for the premises, with clear responsibilities and limits. Any formal survey, laboratory analysis, specialist advice or licensable asbestos work uses the appropriate competent provider. No regulator approval or guaranteed compliance outcome is promised.
Common Questions
Who is a 'duty holder' under CAR 2012?
The dutyholder is the person or organisation with maintenance or repair obligations for non-domestic premises or relevant common parts, or control where such obligations are absent. Responsibilities can be shared. Review leases and actual control rather than assuming every owner, occupier or contractor has the same role.
What is the difference between licensed and non-licensed asbestos work?
The material, condition and task determine the category. Sprayed asbestos coatings and asbestos thermal insulation such as pipe lagging require an HSE-licensed contractor; most AIB removal is also licensable. Suitable asbestos-cement and other work may be non-licensed or NNLW. NNLW must be notified to the relevant enforcing authority before work and has additional medical and record requirements. Our direct work is limited to confirmed non-licensed/NNLW scope.
What is an asbestos management plan?
An asbestos management plan is a written document that sets out how a duty holder will manage the asbestos in their premises. It must include details of all ACMs identified in the asbestos survey, their condition, the risk they pose, and the actions to be taken to manage them. The plan must be reviewed and updated regularly.
Do you provide asbestos awareness training?
No UKATA-approved course-delivery service is claimed. Where staff need asbestos-awareness training, use a suitable training provider and confirm the course scope. Individual operative training does not establish training-provider approval.
What is the penalty for failing to comply with CAR 2012?
Breaches can lead to enforcement notices or prosecution. The consequences depend on the offence and case; obtain legal advice on a specific compliance or enforcement question.

Discuss Your Requirements
Scope, provider requirements, price and availability are confirmed for the individual enquiry. Licensable work requires an HSE-licensed contractor.
