Asbestos Consultancy
When Asbestos Consultancy Can Help
Asbestos consultancy can help when a dutyholder or project team has incomplete records, conflicting building information or planned work that needs a clear survey and work-category route. The service starts by reviewing what evidence exists and what question needs to be answered. Pro Asbestos Removal does not claim independent expert-witness, legal-advisory or HSE enforcement-representation status; those functions require the appropriate professional where they are needed.
Where the duty to manage applies, responsibility follows maintenance or repair duties and the asbestos information must remain adequate and current.
Survey, sampling, register and project records should be reviewed before deciding what additional information or work is required.
The material, condition and planned task determine whether work is non-licensed, NNLW or requires an HSE-licensed contractor.
What You Need to Know About Asbestos Consultancy
Five facts that define the risk, the legal position, and the correct approach to asbestos consultancy.
Dutyholder Information Review
Where Regulation 4 applies, the person or organisation responsible for maintenance or repair needs adequate information on known or presumed ACMs and effective management arrangements. Consultancy can help identify gaps in the records without replacing the dutyholder's legal responsibility. See our Duty to manage asbestos.
Survey Scope
If existing asbestos information is inadequate, the next step may be a management, refurbishment, demolition or targeted sampling instruction. The competent provider, scope, access limits and laboratory dependency are confirmed for the actual project. See our Asbestos survey routes.
Work-Category Routing
Pro Asbestos Removal can quote owner-led non-licensed and NNLW work within its confirmed scope. Sprayed coatings, asbestos thermal insulation such as pipe lagging and most AIB removal require an HSE-licensed contractor. See our Licensed-work route.
Provider Boundaries
Laboratory analysis, independent analyst work and licensable removal are separate functions. This page does not claim a standing UKAS laboratory, air-testing analyst or licensed-contractor relationship without project-specific evidence. See our Testing route.
Enforcement or Legal Questions
We can help organise the asbestos information and direct-work scope relevant to a premises, but an HSE notice, prosecution, contract dispute or litigation may need regulator engagement or independent legal/professional advice. This page is not legal representation. See our Asbestos regulations guide.
Six Situations Where Consultancy May Help
These six situations can justify a structured review of the asbestos information, responsibilities and project route before further work is commissioned.
Existing Records Conflict
Compare the current register, survey reports, sampling results and project information so the team knows which evidence is current and where gaps remain.
Refurbishment or Demolition Is Planned
Check whether the asbestos information is adequate for the actual work area. Where it is not, define the survey or sampling route before intrusive work begins.
Dutyholder Responsibilities Are Unclear
Review the maintenance and repair responsibilities and the current management information. Contract or lease interpretation may require the appropriate legal or property adviser.
A Material or Task May Be Restricted
Establish the material and planned task before assuming the work can be undertaken directly. Licensable asbestos work uses an HSE-licensed contractor.
An Enforcement Concern Has Been Raised
Organise the asbestos records and practical management gaps, but use the relevant regulator and independent legal/professional advice for enforcement responses or legal representation.
Multiple Providers Need Coordination
Clarify which party owns the survey, laboratory, analyst, direct non-licensed/NNLW work and HSE-licensed-contractor functions so records and responsibilities do not get conflated.
Defined Direct Scope
Pro Asbestos Removal directly undertakes owner-led non-licensed and NNLW work only. It does not hold an HSE asbestos-removal licence and does not use consultancy wording to imply licensable capability.
Verified Individual Training
Shujaudin Mohammadi holds verified UKATA NL01 Non-Licensed Asbestos Operative training valid to 5 February 2027. This is an individual credential, not company-wide UKATA certification or consultancy accreditation.
Job-Appropriate Records
The document set depends on the instruction and work actually carried out. Survey, laboratory, analyst, licensed-contractor and hazardous-waste records remain attributable to the provider that issues them.

How We Work
Initial Consultation
We begin by identifying the premises, planned work or management question and reviewing the asbestos information already available. The free site assessment is for a no-obligation quotation and is not automatically a formal survey or legal review.
Assessment & Gap Analysis
We review the available register, survey, sampling and management information to identify where records are current, where limitations apply and what additional evidence or provider route may be needed. This page does not certify legal compliance.
Management Plan Development
Where management-plan support is included, the plan is based on verified premises information and records responsibilities, communication, monitoring and actions. The dutyholder remains responsible for implementing and maintaining the plan.
Ongoing Support
Follow-up support can address changes in building use, work plans, material condition or asbestos records. Questions requiring legal interpretation, enforcement representation or other regulated professional advice are routed appropriately.
Training & Awareness
This page does not publish Pro Asbestos Removal as an asbestos-training provider. Training needs can be identified, but the provider and course must be appropriate to the learner role and confirmed separately.
Common Questions
Who needs asbestos consultancy?
Asbestos consultancy support can be useful where a dutyholder or project team has incomplete or conflicting asbestos information, planned intrusive work, unclear provider roles or a management-plan gap. Enforcement or litigation issues may also require regulator or legal advice beyond the scope of this contractor service.
What is the duty to manage asbestos?
Under Regulation 4, the person or organisation responsible for maintenance or repair of relevant non-domestic premises and common parts must take reasonable steps to find known or presumed ACMs, assess condition and manage the risk. The register and management plan should remain current and relevant information must reach people who may disturb ACMs.
Can you help with an HSE enforcement notice?
We can help organise the asbestos information, management records and practical work-scope questions relevant to the premises. We do not provide legal representation or claim to act for the HSE. Where an enforcement notice or legal response is involved, use the relevant regulator guidance and independent legal/professional advice as needed.
Do you provide asbestos training?
Training-provider status is not currently published as a verified Pro Asbestos Removal capability. We can identify where asbestos awareness or task-specific training may be needed, but the course/provider should be appropriate to the role and confirmed separately.
How much does asbestos consultancy cost?
Consultancy pricing is quotation-specific and depends on the premises, records to be reviewed, site attendance, scope and external-provider dependencies. Request a free site assessment for a no-obligation written quotation; this page does not publish a universal day rate.
