Asbestos in Partition Walls: Identification, Risk & Removal

Asbestos Identification Guide
Older partition systems can contain asbestos insulating board (AIB), asbestos cement or other asbestos-containing products, but building age and appearance do not identify the material. Before drilling, cutting or removing an older partition, check whether the asbestos information is adequate for the work area and use the appropriate professional route where it is not.

Asbestos in Older Partition Walls: What the Material Evidence Needs to Show

AIB was used in some older partition, ceiling and fire-protection applications, but visually similar non-asbestos boards also exist. A photograph, colour, board density or construction decade cannot confirm AIB or its fibre type. Where material identification matters to planned work, use reliable existing records or competent sampling/survey evidence.

Some older domestic and light-commercial partition systems used asbestos-cement sheet. Asbestos cement is a bonded material and suitable careful work can fall within non-licensed work, while damaged material or work that substantially breaks it up can become NNLW. Do not infer fibre type or concentration from the product appearance.

Partition walls are often drilled, altered or removed during refurbishment, so the work category matters. HSE says most AIB removal is licensable, but some minor short-duration AIB maintenance or access tasks can be non-licensed or NNLW where the criteria are met. The actual material, condition, method and duration determine the route.

Most AIB Removal Is Licensable, but the Task Still Needs Classification

Most AIB removal requires an HSE-licensed contractor. HSE also identifies some short-duration minor AIB tasks that can be non-licensed or NNLW when the risk-assessment criteria are met. Do not use a blanket quantity rule or this guide to self-classify reserved work; establish the material and task before work starts.

Types of Asbestos-Containing Partition Materials

Several distinct asbestos-containing materials were used in partition wall construction. The risk profile and regulatory classification differ significantly between them. Identifying the correct material type before any work begins is not optional: it determines the legal framework that applies.

Material TypePeriodRiskNotes
Asbestos insulating board (AIB) partition panelsOlder installationsTask-specificAIB can resemble non-asbestos boards. Most AIB removal is licensable, while HSE identifies some minor short-duration AIB tasks that can be non-licensed or NNLW where the criteria are met.
Asbestos cement partition sheetsOlder installationsTask-specificCareful work on asbestos cement can be non-licensed; damaged material or work that substantially breaks it up can become NNLW. Appearance alone does not confirm asbestos cement.
Ceiling or partition-system panelsOlder installationsCheck materialOlder ceiling and partition panels can be AIB, asbestos cement or non-asbestos products. Use reliable records or competent sampling/survey evidence where identification matters.
Fire-protection boards around doors, risers and ductsOlder installationsTask-specificSome older fire-protection boards are AIB and can be concealed behind later finishes. Most AIB removal is licensable; minor short-duration tasks can be classified differently.
Ropes, gaskets or sealing products at service penetrationsOlder installationsCheck materialSome older sealing products contained asbestos. Product type, condition and the planned disturbance determine the work route.

How to Identify Asbestos Partition Panels

Visual identification of AIB and asbestos-cement partition panels is unreliable because both can resemble non-asbestos boards. The following are reasons to check the existing asbestos information before intrusive work; none confirms asbestos or the board type:

  • Older construction or refurbishment date with no reliable material record
  • Partition boards that will be drilled, cut, removed or opened for services
  • Boards around fire-protection or service areas where the material history is unknown
  • Demountable or altered partition systems with incomplete refurbishment records
  • Previous survey information that excludes the partition or affected work area
  • Damaged or disturbed suspect board requiring a competent material/work-category assessment

Visual identification is not reliable. Where a specific board needs confirmation, use a competent sampling and laboratory-analysis route. A refurbishment survey can provide the intrusive information needed for the exact refurbishment area where existing records are inadequate. Its findings remain subject to the agreed scope, access and stated limitations.

Risk by Renovation Activity

Disturbance changes the risk and can change the legal work category. The table below is a planning and routing guide for common partition-work scenarios; it is not a method statement for carrying out asbestos work.

ActivityRiskConsequenceRequired Action
Drilling into a suspect partition wallEvidence neededDrilling can disturb a hidden board or coating if the material is not understood before work starts.Check the asbestos information first. Some short-duration AIB drilling can be non-licensed, but the material, condition and task must be assessed before work.
Cutting or sawing suspect partition panelsHigher disturbancePowered cutting can create substantially more dust and can change the work classification.Do not begin intrusive work until the material is understood and the task is classified. Licensable work requires an HSE-licensed contractor.
Removing partitions for refurbishmentSurvey scope requiredRefurbishment can expose concealed boards, coatings or insulation that were outside a management-survey scope.Make sure the asbestos information is adequate for the exact work area. Where it is not, use the appropriate refurbishment-survey route before structural work begins.
Sanding or abrading suspect boards or coatingsDo not classify visuallyMechanical abrasion can create significant dust and fibre release from asbestos-containing materials.Avoid unnecessary abrasion. Confirm the material and use the competent contractor route appropriate to the assessed work category.
Removing panels or ceiling tiles in a partition systemTask-specificRemoval can disturb fixings, board edges or concealed materials, but the work category depends on the actual product and method.Use existing asbestos information or competent sampling/survey evidence and classify the task before removal starts.

Asbestos Partitions in Commercial Buildings: The Duty Holder Obligation

Where Regulation 4 applies, the dutyholder is the person or organisation responsible for maintenance or repair. Known or presumed ACMs should be recorded with current location and condition information and managed through an asbestos management plan. HSE says the register should be reviewed at least annually as part of the management review and sooner when risks or information change.

Before intrusive refurbishment, make sure the asbestos information is adequate for the building fabric the work will disturb. Where it is not, use the appropriate competent refurbishment-survey route. The survey aims to locate relevant ACMs within the agreed work area, including concealed materials, but it does not guarantee discovery outside its scope or access limitations.

Our commercial asbestos removal service covers office buildings, schools, hospitals, retail units, and industrial properties across Surrey, London, and the South East. We work alongside project managers and principal contractors to integrate asbestos removal into the wider refurbishment programme.

Concealed Boards: Why the Refurbishment Survey Scope Matters

Older partition systems can be concealed behind later finishes, and a management survey may not access the fabric that refurbishment will disturb. Where existing information is inadequate, a refurbishment survey uses an intrusive scope matched to the planned work. Presumption is managed as a survey limitation; it is not proof that concealed ACMs are present in every altered building.

A Common Mistake: Starting Intrusive Work Without Adequate Asbestos Information

A serious compliance failure is starting intrusive partition work when the asbestos information does not cover the area being disturbed. If suspect material is found or unexpectedly disturbed, stop further work and reassess the material and task. The response may involve sampling, a revised survey scope, non-licensed/NNLW work or an HSE-licensed contractor; this page does not invent a universal contamination extent or remediation cost.

When to Act: Four Scenarios That Require Immediate Attention

Act Now

Partition panels have been drilled or cut without testing

Stop further disturbance and keep people away from the affected work area. Arrange competent assessment of what was disturbed; air testing or an HSE-licensed contractor is used only where the incident and material make that route appropriate.

This Week

Planning any drilling, cabling, or fixing into partition walls

Check whether existing asbestos information is adequate for the planned fixing or cable route. If a sample is needed, the provider, laboratory and reporting time are confirmed for that instruction rather than promised as a fixed turnaround.

This Month

Office refurbishment or open-plan conversion in the pipeline

Before intrusive work, check whether the existing asbestos information covers the exact work area. Where it does not, scope the competent refurbishment-survey route before contractors disturb the building fabric.

Plan Ahead

Lease renewal or change of tenant in a pre-1985 building

Where Regulation 4 applies, keep the asbestos register and management information current. Transaction due-diligence requirements are property- and contract-specific, so use the actual records requested for the premises.

Common Questions

Planning Work That Involves Partition Walls?

Do not start intrusive partition work until the asbestos information is adequate for the area. Pro Asbestos Removal can discuss survey/sampling requirements and quote owner-led non-licensed/NNLW work within the confirmed service area; licensable AIB work requires an HSE-licensed contractor.
