Can I Remove Asbestos Myself?

Asbestos Work Categories: Safety-First Decision Guide
The material, condition and planned task determine whether asbestos work is licensable, notifiable non-licensed work (NNLW) or other non-licensed work. This page is a routing aid, not a DIY work instruction or a substitute for a competent job-specific risk assessment.

What the Law Actually Says

The Control of Asbestos Regulations 2012 separates licensable, notifiable non-licensed and other non-licensed work. The category affects who may carry out the work and what notification, health-surveillance, record and control duties apply. Do not self-classify a task solely from material appearance or a website decision tree.

The work category is determined by the material, its condition, the task/method and the risk assessment, not by one simple size rule. Most AIB removal is licensable, although HSE identifies some short-duration AIB maintenance or access tasks that can be non-licensed or NNLW. Suitable careful asbestos-cement work can be non-licensed, while damaged or substantially broken-up asbestos cement can become NNLW.

The HSE's guidance document L143 ("Managing and Working with Asbestos") sets out the detailed criteria for each category. The summary below covers the key points, and the decision tree further down this page will guide you through the classification for your specific situation.

The Three Legal Categories at a Glance

Licensable Asbestos Work

DIY permission from this guide? No: job-specific assessment required

Typical materials

Confirmed sprayed asbestos coatings, asbestos thermal insulation such as pipe lagging, and most AIB-removal tasks

HSE notification

Handled through the HSE-licensed-contractor route

Health surveillance

Licensed contractor responsibilities apply

Records retention

Job-specific licensed-work records

Clearance required?

Four-stage clearance only where the licensed enclosure handback requires it

Penalty for breach

Do not undertake licensable work without the required licence

Notifiable Non-Licensed Work (NNLW)

Certain non-licensed tasks that meet the NNLW criteria

Notification and additional duties apply

Additional worker health-surveillance duties apply

NNLW records are required

No automatic four-stage-clearance requirement

Work category and duties must be classified correctly

Other Non-Licensed Work

Some tasks may be non-licensed, depending on the material, condition and method

No NNLW notification where the task is genuinely non-licensed

Depends on the worker and work category

Risk assessment, plan and waste records as applicable

Non-licensed status does not remove competence, control or waste duties

Decision Tree: What Category Is Your Job?

Answer each question to find out whether your planned work is licensed, notifiable non-licensed, or non-licensed. This tool covers the most common domestic scenarios: if you are unsure at any point, call us on 07345 062075.

Step 1

Is the material confirmed as asbestos-containing?

Photographs and appearance cannot confirm asbestos. If the material is uncertain, stop intrusive work and use an appropriate sampling or survey route.

This decision tree covers the most common domestic scenarios under CAR 2012. Commercial and industrial settings may have additional requirements. If you are unsure, treat the work as licensed and consult an licensed contractor.

What Non-Licensed Removal Actually Requires

A non-licensed classification does not mean a task is suitable for DIY. Competence, risk assessment, controls and waste duties still apply, and some non-licensed work is NNLW with additional duties. This guide therefore explains the decision points rather than giving a removal method.

Respiratory Protective Equipment

Respiratory protection is selected from the risk assessment and work category. This guide does not provide a DIY PPE specification for asbestos removal.

Protective Clothing

Protective clothing and decontamination arrangements must follow the job-specific risk assessment and applicable guidance. This page does not provide a DIY work method.

Wet Suppression

Dust- and fibre-control methods must come from a competent job-specific risk assessment and work plan. This page does not provide a DIY removal method.

Waste Disposal

Asbestos waste must follow the applicable hazardous-waste route and must not go into ordinary household or builders' waste. Packaging, carrier, disposal-site and paperwork requirements are job-specific.

Type H Vacuum

Cleaning and decontamination methods are part of the competent job-specific work plan. Do not use ordinary household cleanup methods on suspected asbestos debris.

No Cutting or Drilling

Cutting, drilling, sanding or grinding can materially change exposure and work classification. Do not assume a task remains non-licensed after the method changes; obtain competent classification before disturbance.

The cost comparison

Do not decide whether to disturb asbestos by comparing a DIY equipment estimate with a contractor price. The appropriate route depends on material, condition, competence, work category and waste obligations; a written quotation should define the direct scope and exclusions.

Four Misclassification Mistakes to Avoid

Asbestos work categories are easy to oversimplify. These examples show why the material, condition, method, competence and waste route must be considered together before any suspect material is disturbed.

1

Mistake: Assuming all asbestos cement is non-licensed work

Asbestos-cement work must be classified from the material condition, task and likely exposure. Damage or a dust-generating method can change the controls and work category, so do not self-classify from a simple rule on this page.

2

Mistake: Treating 'small amounts' as automatically non-licensed

Do not classify asbestos work by quantity alone. The material type, condition, planned method and likely exposure all affect the work category; most AIB removal is licensable, while some asbestos-cement tasks may be non-licensed or NNLW depending on the job.

3

Mistake: Disposing of asbestos waste in a general skip or bin

Asbestos waste must follow the applicable hazardous-waste route and must not be mixed with ordinary general waste. Check the accepted local disposal route and the records required for the actual movement.

4

Mistake: Using a standard dust mask or FFP2 respirator

Respiratory protective equipment must be selected and used as part of a competent risk assessment and work plan. This guide does not prescribe a DIY mask specification for asbestos work.

Common Questions

Can a homeowner remove asbestos themselves?

Do not use a webpage as permission to carry out asbestos work. Some tasks may be non-licensed, but the material, condition, method, competence and waste duties still need to be assessed. Work classed as licensable must be carried out by an HSE-licensed contractor.

What happens if asbestos work is wrongly treated as non-licensed?

Misclassifying asbestos work can create exposure, waste and legal-compliance problems. Stop and check the work category before disturbance. If the task is licensable, use an HSE-licensed contractor; if it is NNLW, the additional notification, medical-surveillance and record-keeping duties still apply.

Can asbestos go in general household or builders' waste?

No. Asbestos waste must follow the applicable hazardous-waste route and must not be mixed into ordinary household or builders' waste. The exact carrier, disposal and paperwork arrangements depend on the actual waste movement and local facility rules.

What does non-licensed asbestos work mean?

Non-licensed describes a legal work category, not a statement that the job is safe for an untrained person. The material, condition, method and likely exposure determine the category, and competence, risk assessment, controls and waste duties still apply.

Can asbestos be encapsulated instead of removed?

In some situations management or encapsulation may be considered, but suitability and work category depend on the confirmed material, condition, location and method. Do not abrade or disturb a suspect surface to prepare it without first establishing the correct work route.

Discuss Your Requirements

Scope, provider requirements, price and availability are confirmed for the individual enquiry. Licensable work requires an HSE-licensed contractor.
