I Found Asbestos — What Do I Do Now?

If you have just broken or drilled into suspect asbestos: stop the activity, keep people away from the immediate area where practicable and do not sweep or vacuum suspect dust or debris. Arrange competent assessment before intrusive work resumes.
Discovery Guide10 min read·Updated April 2026
Finding suspect asbestos does not tell you the material type, fibre level or work category. Avoid further disturbance, use adequate asbestos information for the decision you need to make, and route any licensable remedial work to an HSE-licensed contractor.
Survey & Testing Routes Understand Work Categories

What Should You Do? Use This Decision Tree

Use the tree as a routing aid only. It does not diagnose a material, measure exposure or replace a competent job-specific assessment. It helps identify when to stop work, when more asbestos information is needed and when the HSE-licensed-contractor route applies.

The Five Immediate Steps for Any Discovery

Regardless of the material type or condition, these five steps apply the moment you suspect or confirm the presence of asbestos.

Step 1

Stop the activity that could disturb the material

If drilling, cutting, sanding, scraping, sweeping or other intrusive work is taking place, stop. Do not continue merely to identify what the suspect material is.

Step 2

Do not touch or sample the suspect material yourself

Appearance and a visual check can help describe the condition, but they cannot confirm asbestos. Avoid breaking, scraping or collecting a sample unless the sampling is being carried out through an appropriate competent route.

Step 3

Keep people away from suspect debris

Where material has been disturbed, restrict unnecessary access to the immediate area while competent assessment is arranged. The appropriate controls depend on what was disturbed and the work required.

Step 4

Do not use ordinary household cleanup methods

Do not sweep or vacuum suspect asbestos dust or debris with normal household equipment. Cleaning and decontamination methods are selected from the job-specific assessment and work category.

Step 5

Use the assessment route that answers the actual question

Use sampling where material confirmation is needed, or the appropriate survey route where wider asbestos information is required before refurbishment, demolition or ongoing management decisions.

Condition Assessment: Risk by Material State

Condition, material type and the likelihood of disturbance affect the response, but a generic page cannot predict the fibre concentration in a particular property. Use the table as a routing guide rather than an exposure estimate.

Management in Place vs Removal: Which Is Right?

HSE policy is clear: removal is not always the right answer. For intact materials in low-disturbance locations, management in place is both legal and appropriate. The decision depends on condition, location, and future plans for the building.

When to Manage in Place

  • ✓ Material is confirmed, in suitable condition and not being disturbed
  • ✓ Located in an inaccessible or low-traffic area
  • ✓ No building works planned in the vicinity
  • ✓ Condition can be reviewed at intervals appropriate to the management plan
  • ✓ Removal would cause greater disturbance than leaving it

Do not use a generic airborne-fibre number to decide whether a material is safe. The material, condition, disturbance and job-specific assessment determine the appropriate controls and work route.

When Removal May Be Considered

  • ✗ Material condition or planned work means management in place may no longer be suitable
  • ✗ Building works will disturb the material
  • ✗ Material is in a high-traffic or accessible location
  • ✗ Condition has deteriorated or relevant circumstances have changed
  • ✗ Full demolition of the structure is planned

Where the removal is classed as licensable, it must be carried out by an HSE-licensed contractor. Clearance and reoccupation requirements depend on the class of work and must not be presented as identical for every asbestos job.

Not sure which applies to your situation? Use an appropriate assessment, sampling or survey route to establish the information needed for the property and planned work. Read our guide on encapsulation vs removal for a detailed comparison of the options.

Which Survey Do You Need? Choosing the Right One

The asbestos information you need depends on what you plan to do with the building and which areas will be disturbed. Use the survey or sampling route that matches that question; provider competence and scope are confirmed for the individual instruction.

Typical Route

Management Survey

When: Occupied building, no works planned

Used where ongoing asbestos information is needed for premises and the duty-to-manage context. The actual survey scope and provider are confirmed for the property rather than inferred from building type alone.

Learn more

Pre-Works

Refurbishment Survey

When: Building works or renovation planned

Used where existing asbestos information is not adequate for refurbishment or other intrusive work. The survey scope should cover the areas and materials the planned work will disturb.

Pre-Demolition

Demolition Survey

When: Full demolition planned

Used where demolition planning requires asbestos information adequate for the structure and areas that will be disturbed. The provider, scope and project documentation are confirmed for the individual instruction.

Four Mistakes That Make Things Worse

These are avoidable errors after suspect asbestos is discovered. Each can increase disturbance risk or create compliance problems.

Sweeping or vacuuming the area

Do not use ordinary household sweeping or vacuuming on suspect asbestos dust or debris. Cleaning and decontamination methods should come from the competent assessment and work plan for the actual material and disturbance.

Wrapping or taping the material yourself

Do not improvise a repair by handling, wrapping or coating suspect damaged material. First establish the material and work category; any repair or encapsulation method should follow the competent job-specific plan.

Proceeding with building works without a survey

Do not begin intrusive refurbishment or demolition where the asbestos information is not adequate for the areas the work will disturb. Use the appropriate survey route before work continues and route any licensable asbestos task to an HSE-licensed contractor.

Assuming the material is safe because it looks intact

Visual inspection cannot confirm whether a material contains asbestos. Where material confirmation is needed, use an appropriate sampling and laboratory-analysis route; the provider and scope are confirmed for the individual instruction.

Not Sure Which Route Applies?

Start with the information question: do you need to identify one material, obtain broader survey information, or route confirmed licensable work to an HSE-licensed contractor? Use the relevant guidance before arranging intrusive work.

Common Questions

I found what looks like asbestos. What should I do first?

Leave the suspect material alone and avoid cutting, sanding, drilling, sweeping or sampling it yourself. Appearance cannot confirm asbestos. Use reliable existing records or an appropriate sampling or survey route where confirmation is needed, then classify any work from the material, condition and planned task.

How do I know if a material contains asbestos?

You cannot confirm asbestos by sight alone. Where material identification is needed, use an appropriate sampling and laboratory-analysis route. The sampling method, laboratory provider and reporting time should be confirmed for the individual instruction rather than assumed from a generic accreditation or turnaround claim.

Can asbestos be left in place rather than removed?

Yes, in some situations. Confirmed asbestos-containing material that is in suitable condition and unlikely to be disturbed may be managed in place. The management approach and review interval depend on the material, condition, location, occupancy and planned work; removal is not automatically required.

What should I do if I accidentally broke or drilled into suspect asbestos?

Stop the activity, keep people away from the immediate area where practicable and do not use ordinary household cleanup methods on suspect dust or debris. Arrange competent assessment of what was disturbed. If the remedial work is licensable, it must be carried out by an HSE-licensed contractor.

Do I need a survey before renovation or demolition near suspected asbestos?

Before intrusive refurbishment or demolition, the asbestos information must be adequate for the areas and materials the work will disturb. If existing information is insufficient, use the appropriate refurbishment or demolition survey route with a competent provider before the intrusive work proceeds.
