Asbestos Survey Types: Management Survey vs Refurbishment & Demolition Survey
Survey Guide
Management vs Refurb/Demolition
Management Survey
A management survey supports normal occupation, maintenance and the duty-to-manage process where Regulation 4 applies. Its purpose is to provide information on known or presumed ACMs that could be disturbed during normal use and foreseeable maintenance, within the survey's agreed scope and limitations.
A management survey normally involves only the level of intrusion needed for its management purpose. The competent surveyor decides whether sampling is necessary and records inaccessible areas, presumptions and other limitations in the report.
Use for
- Complying with the duty to manage (CAR 2012 Reg 4)
- Preparing the asbestos management plan
- Routine maintenance and minor works planning
- Property purchase due diligence
Refurbishment & Demolition Survey
A refurbishment/demolition survey is used where planned intrusive work is not adequately covered by existing asbestos information. It uses a more intrusive scope matched to the building fabric the project will disturb. Access, sampling and any remaining limitations must be recorded for the actual work area.
The necessary asbestos information should be available before the relevant intrusive work starts. The survey findings inform project planning, but work classification and any licensable removal route still depend on the material, condition and task.
- Refurbishment, fit-out, or strip-out projects
- Structural alterations or extensions
- Full or partial demolition
- Planning licensed asbestos removal work
Side-by-Side Comparison
| Criterion | Management Survey | Refurb/Demolition Survey |
|---|---|---|
| Purpose | Support normal occupation, maintenance and asbestos management within the agreed scope | Investigate the building fabric that planned refurbishment or demolition will disturb |
| Intrusion level | Normally limited intrusion appropriate to management and routine maintenance | More intrusive access matched to the planned work area and stated survey limitations |
| When used | Where the dutyholder needs adequate asbestos information for normal occupation and maintenance | Where existing information is inadequate for intrusive refurbishment, strip-out or demolition |
| Guidance | Control of Asbestos Regulations 2012 where applicable; HSE HSG264 survey guidance | Control of Asbestos Regulations 2012 and HSE HSG264 survey guidance, scoped to the planned work |
| Output | Survey findings, locations, condition information and limitations for management purposes | Findings and limitations for the agreed refurbishment/demolition work area |
| Uninspected materials | Survey limitations and presumed materials are recorded where relevant | Access limitations must be explicit; the survey is not a guarantee that material outside the agreed scope has been found |
| Planning asbestos work | May not provide enough information for intrusive work outside its scope | Provides project-specific asbestos information for the planned work, alongside task-specific work classification |

Common Questions
Which survey do I need before starting a refurbishment?
Check whether the asbestos information already available covers the exact building fabric the refurbishment will disturb. Where it does not, a competent refurbishment survey is normally the appropriate route for that work area. The survey scope, access, sampling and limitations should be agreed before intrusive work begins.
Can I use a management survey to plan asbestos removal?
A management survey may not provide enough information for intrusive removal or refurbishment outside its scope. Read the report limitations and compare them with the planned work. If important building fabric was not inspected or sampled, obtain the additional survey or sampling evidence needed before the task is classified and planned.
What happened to Type 1, Type 2 and Type 3 asbestos surveys?
HSE HSG264 uses management surveys and refurbishment/demolition surveys rather than the old Type 1, Type 2 and Type 3 terminology. If an older report uses the historic labels, review its actual scope, access, findings and limitations against the work now planned instead of relying on the old type name alone.
How long does an asbestos survey take?
Survey duration depends on the property, agreed scope, access, occupancy, intrusive investigation and sampling needs. The survey provider confirms attendance and reporting time for the individual instruction. This page does not publish a fixed two-hour, half-day, same-week or laboratory turnaround guarantee.
Do I need a new survey if I already have one from a previous owner?
An existing survey can remain useful if its scope and limitations still cover the building and the work now planned. Re-inspection or additional survey information may be needed after changes, deterioration or a new intrusive work scope. The age of the report alone does not create a universal five-year replacement rule.
