Your Asbestos Waste Paperwork: Consignment Notes, WTNs & Clearance Certificates

Compliance Guide
Post-Removal Documentation

Asbestos work can generate different records depending on the work category, waste movement and any external survey, laboratory, analyst or licensed-contractor involvement. This guide explains the document categories that may apply and why the exact handover is job-specific.

Why Asbestos Waste Paperwork Matters

Asbestos waste is hazardous waste. In England, a correctly completed hazardous-waste consignment note accompanies the waste movement, including contractor-produced or contractor-collected asbestos from a domestic premises. A customer should receive the legally required paperwork applicable to the actual job rather than a generic document bundle promised on every project.

Waste duty-of-care responsibilities depend on who produces, holds, carries and receives the waste. Before work starts, the quotation should identify the intended carrier and authorised receiving-site route; after the work, keep the consignment record and any other job records that actually apply.

Check the consignment route: ask who will carry the asbestos, which authorised site will receive it and how the hazardous-waste consignment note will be completed. Do not accept an ordinary WTN as a substitute for an asbestos consignment note where the hazardous-waste rules require the consignment note.

Document Categories That May Apply

1

Hazardous-Waste Consignment Note

Applicable waste-duty framework

In England, hazardous waste movements use a hazardous-waste consignment note. Asbestos waste moved from a domestic premises by a contractor is specifically consigned under that route; an ordinary waste transfer note is not a substitute for the consignment note.

Who holds it

The producer/holder, carrier, consignor and consignee complete and retain the parts required by the hazardous-waste process. The customer receives the legally required paperwork applicable to the job and movement.

Retention period

Retention duties differ by role. Keep the customer copy with the project/property records; businesses responsible for the hazardous-waste movement keep their statutory records for the period that applies to them.

What it contains

  • Producer / holder and premises details
  • Waste description and classification
  • Registered carrier details
  • Authorised receiving-facility / consignee details
  • Date, signatures and consignment reference

2

Written Quotation / Work-Scope Record

Contract and job record

Defines the direct work offered, inclusions, exclusions and any external survey, analyst or licensed-contractor dependencies.

The customer and the business retain the agreed quotation or scope record.

Keep with the property or project file for future reference.

  • Agreed scope
  • Inclusions and exclusions
  • Job-specific charges
  • Named dependencies or exclusions

3

Certificate for Reoccupation / Four-Stage Clearance Record

Licensed-work handback where applicable

Applies only where the licensed work and enclosure handback require four-stage clearance. It is not a universal document after every asbestos job.

The client and relevant licensed-work / analyst parties retain the record supplied for that project.

Retain with the project and property asbestos records.

  • Project / work-area details
  • Analyst / provider details
  • Clearance-stage results applicable to the job
  • Issue date and reference

4

Licensed / NNLW Notification Record

Control of Asbestos Regulations 2012 where notification applies

Notification requirements depend on the work category. Licensable work and NNLW have different routes and responsibilities; not every asbestos job has an HSE notification record.

The contractor or dutyholder responsible for the notification keeps the required record; any client copy is job-specific.

Retain the records required for the applicable work category.

  • Work location and category
  • Planned dates
  • Responsible dutyholder / contractor details
  • Reference or acknowledgement where applicable

The Paperwork Depends on the Work Category and Waste Route

Non-licensed work, NNLW and licensable work do not all produce the same records. Survey, laboratory, analyst, waste-carrier and HSE-licensed-contractor documents also come from different providers. The written quotation should make those dependencies clear before work starts.

For Pro Asbestos Removal's owner-led non-licensed/NNLW direct work, customers receive the legally required paperwork applicable to the actual task and waste movement. Asbestos-waste movements use the applicable hazardous-waste consignment-note route; air-test, clearance and external-provider records apply only where those services actually form part of the project.

Common Questions

What asbestos paperwork should I receive?

The exact paperwork depends on the work category and the waste movement. Customers receive the legally required records applicable to the direct work and asbestos-waste route. Survey, laboratory, analyst or HSE-licensed-contractor records are separate where those providers are involved.

Do all asbestos jobs need both a waste transfer note and a hazardous-waste consignment note?

For asbestos waste moved in England, the hazardous-waste consignment-note rules apply. An ordinary waste transfer note is not a substitute for the required asbestos consignment note. The exact parties completing the note depend on who produced, holds, carries and receives the waste; keep the records that apply to the actual movement.

Do I need a four-stage clearance certificate after non-licensed work?

No. Four-stage clearance and the Certificate for Reoccupation apply to specified licensed-work enclosure handbacks, not to every asbestos task. For non-licensed or NNLW work, the handover requirements are job-specific and should not be described as a universal clearance certificate.

Who is responsible for HSE or NNLW notification?

Notification responsibility depends on the work category and the party carrying out or controlling the work. Licensable work and NNLW use different notification routes. Confirm the responsibility and reference for the actual job instead of assuming every asbestos project needs the same notification.

How long should I keep asbestos paperwork?

Keep asbestos records for the period required by the applicable work and waste rules, and retain useful property records for future owners, dutyholders or contractors. This page does not replace the statutory retention duties that may apply to the contractor, analyst, carrier or dutyholder.

What should I do if paperwork is missing?

Ask the contractor or relevant provider which record should exist for the actual work and waste movement, then request a copy from the party that issued or retained it. Do not create a retrospective clearance or waste record that was never produced at the time of the work.
