How to Choose an Asbestos Removal Company
Why the Choice of Contractor Matters More Than the Price
Asbestos work must be classified before the contractor route is chosen. Licensable asbestos work requires an HSE-licensed contractor, while non-licensed and NNLW tasks have different duties. Check the evidence relevant to the actual function instead of assuming every asbestos contractor should present the same licence, accreditation or document bundle.
The Control of Asbestos Regulations 2012 (CAR 2012) governs asbestos work categories and applicable duties. Licensable work must be carried out by an HSE-licensed contractor. Where a licensed project requires four-stage clearance, the analyst role is separate from the removal contractor and must be confirmed for that job.
A mismatch between the work category and the contractor's evidence can create compliance and handover problems. Before work starts, make sure the written quotation identifies the direct scope, exclusions, waste route and any external survey, analyst or licensed-contractor requirement that applies to that job.
Domestic Properties
The Regulation 4 duty to manage is aimed at non-domestic premises and relevant common parts rather than the private domestic parts of an owner-occupied home. For domestic work, still check the contractor route, work category and the waste records applicable to the actual job.
Commercial Properties
Duty holders in non-domestic premises have additional obligations under Regulation 4. The contractor you choose must be able to support your ongoing compliance, not just complete the removal.
Licensed Work vs Notifiable Non-Licensed Work: What Each Requires
Not all asbestos work requires an HSE licence. Notifiable Non-Licensed Work (NNLW) covers lower-risk materials and tasks, but it still requires notification to the relevant enforcing authority and carries its own documentation requirements. Understanding the difference tells you what to expect from a contractor for your specific job.
| Requirement | Licensed Work | NNLW |
|---|---|---|
| HSE asbestos-removal licence | Required for licensable work; verify the contractor on the HSE register | Not required for NNLW, but the NNLW duties still apply |
| Training / competence | Must be appropriate to the licensed work and employer arrangements | Competence and task-appropriate training still required |
| Four-stage clearance | Applies to specified licensed enclosure handbacks where required | Not a universal NNLW requirement |
| Waste paperwork | Use the records required for the actual hazardous-waste movement | Use the records required for the actual hazardous-waste movement |
| Air monitoring | Determined by the licensed contractor / analyst plan for the project | Job-specific rather than universally required or excluded |
| Work controls | Set by the licensed contractor's risk assessment and plan of work | Set by the job-specific risk assessment and plan of work |

Six Red Flags That Should Stop You Hiring a Contractor
These are not minor concerns. Each one represents either a legal compliance failure or a strong indicator that the contractor is cutting corners on the elements that protect your health and your legal position.
The contractor cannot explain the work category
A competent contractor should distinguish non-licensed, NNLW and licensable work and explain why the proposed task sits in that category. Licensable work must use an HSE-licensed contractor.
The quote does not define the scope
The written quotation should identify the direct work, exclusions, waste route and any survey, analyst, laboratory or licensed-contractor dependency. Unsupported certainty is a warning sign.
The contractor claims every job gets four-stage clearance
Four-stage clearance is not a universal handover step after all asbestos work. Ask why an analyst or clearance process applies to your specific job.
Waste arrangements are vague
In England, asbestos waste movements use the hazardous-waste consignment-note route. Ask who will carry the waste, which authorised site will receive it and how the consignment note will be completed.
Credentials do not match the work offered
An HSE asbestos-removal licence is relevant to licensable work. Individual training, survey competence, laboratory accreditation and analyst competence are different evidence classes and should not be presented as interchangeable badges.
The contractor will not provide written terms
You should be able to see the agreed scope, inclusions, exclusions and job-specific charges before direct work starts.
How to Verify a Contractor Before You Hire
Each of these steps takes less than ten minutes. Together they give you a reliable picture of whether a contractor is operating to the required legal and professional standard.
Check the work category first
Ask whether the task is non-licensed, NNLW or licensable and what evidence supports that classification. If the work is licensable, verify the contractor on the HSE licensed-contractor register.
Check training against the actual task
Training evidence should match the work being carried out. An individual training certificate is not a company HSE licence and does not prove survey, laboratory or analyst accreditation.
Verify survey / analyst providers separately
Where a formal survey, laboratory analysis or independent analyst is required, ask who the provider is and verify the competence or accreditation relevant to that function.
Review the quote line by line
Check the direct scope, exclusions, waste route, survey or analyst dependencies, access assumptions and reinstatement items that actually apply to your job.
Ask for current insurance evidence where relevant
Do not rely on an unsupported typed insurance limit. Ask the contractor for current evidence and check that the cover is appropriate to the work being instructed.
Use verifiable project evidence
Where a contractor relies on case studies or references, check that the account is attributable, relevant and permitted for reuse rather than treating generic marketing copy as proof.
Seven Questions to Ask Before Accepting a Quote
A competent contractor will answer all of these without hesitation. Vague or evasive answers to any of them are a signal to look elsewhere.
1. "How have you classified this job?"
Why it matters: The material, condition and task determine whether the work is non-licensed, NNLW or licensable.
2. "If the job is licensable, what is your HSE licence status?"
Why it matters: Licensable asbestos work must be carried out by an HSE-licensed contractor.
3. "Who provides any formal survey, laboratory analysis or independent analyst work?"
Why it matters: These are separate provider functions and should be verified for the actual instruction.
4. "What waste route applies and what record will I receive?"
Why it matters: In England, asbestos waste movements use the hazardous-waste consignment-note route. Other completion, analyst or survey records depend on the actual work and providers involved.
5. "What exactly is included and excluded from the written quotation?"
Why it matters: This prevents assumptions about clearance, reinstatement, analyst fees or other external-provider costs.
6. "What happens if the material or scope changes after work starts?"
Why it matters: The contractor should explain how the work category, quotation and provider route are reassessed.
7. "What current evidence supports the credentials you are relying on?"
Why it matters: Check the credential that matters to the function instead of relying on a badge stack.
Getting Multiple Quotes: What to Compare and What to Ignore
Getting two or three quotes is sensible for any significant asbestos job. The difficulty is that quotes are often not comparable on face value. One contractor may quote for removal only; another may include independent clearance and waste documentation. A third may quote a single figure with no breakdown at all. The only way to compare them meaningfully is to ask each contractor to itemise their quote.
A useful itemised quote identifies the material and direct work scope, access assumptions, waste route, exclusions and any external-provider costs that actually apply. Surveying, enclosure, analyst work, clearance and reinstatement should appear only where they are part of the job rather than being treated as mandatory line items on every quote.
Price alone does not show whether a quotation is complete. Compare the scope, work category, exclusions, waste route and provider dependencies. If two quotes differ substantially, ask which assumptions or services differ before deciding.
How Pro Asbestos Removal Applies This Checklist
Pro Asbestos Removal does not hold an HSE asbestos-removal licence and does not undertake licensable work. The business directly undertakes owner-led non-licensed and NNLW work within its confirmed scope. Shujaudin Mohammadi holds verified UKATA NL01 Non-Licensed Asbestos Operative training, valid to 5 February 2027. Formal survey, laboratory, analyst and licensed-contractor providers are verified separately where required.

Common Questions
How do I check if an asbestos contractor is HSE licensed?
For licensable asbestos work, use the HSE licensed-contractor register and verify the company and current licence before instruction. A licence is relevant to licensable work; it is not the credential used to prove every non-licensed service, survey, laboratory or analyst function.
Does every asbestos job require an HSE-licensed contractor?
No. The material, condition and task determine whether work is non-licensed, NNLW or licensable. NNLW does not require an HSE asbestos-removal licence, but it carries additional duties. Confirmed sprayed coatings and asbestos thermal insulation such as pipe lagging use the licensed-contractor route, and most AIB removal is also licensable.
Does every asbestos job need four-stage clearance?
No. Four-stage clearance is associated with specified licensed-work enclosure handbacks, not every asbestos job. Where an independent analyst is required, verify the provider and scope for the actual project.
What paperwork should I receive after asbestos work?
The exact document set depends on the work category and waste movement. Ask the contractor to identify which records apply to the direct work, waste route and any external survey, laboratory, analyst or HSE-licensed-contractor involvement.
What should I check about training and accreditation?
Check the evidence that matches the function: work-category competence for the contractor, survey competence for formal surveying, laboratory accreditation for the named laboratory and analyst competence or accreditation where applicable. Do not treat UKATA, UKAS, ARCA or an HSE licence as interchangeable credentials.
How many quotes should I get?
There is no mandatory number. For a significant job, comparing more than one written quotation can help if each quote defines the same material, scope, waste route, exclusions and external-provider costs. Compare like with like rather than selecting on price alone.
